Remembering that when the New Financial and Economic Law was passed we obliged ourselves to correct the National Transportation Act of 2005;

And seeing that it had not been inforced;

I have come up with -I think- a better way of formulating the said act.

So read it and post any comments you may have.

Public Works Office Act

Acknowledging that a nationally-integrated transportation network is vital to commerce, industry, the facilitation of the movement of goods and people, and the unity of Alexandria. We the Estates-General say:

Section 1
I. This Act may be cited as the Public Works Office Act.

II. This Act renders the National Transportation Act of 2005 null.

Section 2
Of the creation of The Public Works Office

III. The Public Works Office (PWO) is an office of the Ministry of Finance and Economics.

IV. It is responsible for:

a. Creating and maintaining a National Highway System, in conjunction with the Provinces;

b. Creating and maintaining a National Railway System, in conjunction with the Provinces;

c. Regulating private and commercial air traffic;

d. Researching and developing new transport technologies, with funds granted to it by the Estates-General.

V. It will have a special budget of R2 250 000 to take care of the funding of necessary works.

VI. The funds for public works will be either from the PWO or from a private investor that gets chosen by way of tender.

VII. Each tender shall have a deadline fixed by the Officer of Public Works and blind tenders shall be submitted before the deadline. The Officer of Public Works shall make recommendations to the Estates-General on which tender to accept, but the Estates-General is not bound to follow those recommendations.

Section 3
VIII. The Empire shall establish the Societe Nationale des Chemins de Fer (SNCF), a countrywide railway network to expand the economy and improve the efficiency of the market.

IX. The SNCF will work under the Office of Public Works; the Officer of Public Works will head the SNCF Board. The SNFC Board will include as members all of the private investors involved in the project.

X. Subject to this Act, fares and freight charges shall be fixed by the Officer of Public Works at a level which reflects the capital and operating costs of SNCF, as well as the economic, social and environmental impact of other forms of land transport.

Section 4
XI. The technology used in this nation-wide railway network shall be standard rails. A gauge of 4 feet, 8.5 inches shall separate the tracks.

XII. Stage 1 of the network will be a system of lines extending into rural districts, and one line connecting Geneva, Franciscania, Kettle, Frankfurt and Nantes. Stage cost: R500 000.

XIII. Stage 2 of the network will be the construction of lines connecting San Juan Bautista, Hesterford and New San Juan. Stage cost: R500 000.

Section 5
XIV. Any piece of property not sold are under the care of the Public Works Office.

XV. Any piece of property being bought for the first time is to be paid to the Public Works Office account at the Imperial Bank.

Section 6
XVI. This act shall enter into effect on the day it receives Imperial Assent.
