<p align="center"><strong>By the Command of His
Imperial Majesty, Edgard II, Emperor of all the Alexandrians, Perpetual
Defender of the People of Alexandria, Most Noble Sovereign of the lands
of Alexandria, By Grace of God, Lord of the Empire, Marquess of
Nubinar, King of Galatia, Duke of Anglien, Duke of Gettinsburg, Duke of
New Acadia, Count of Saransburg, Baron of Reistag, Baronet of Lemay,
Grand-Officer of the Ordre de la Grenade, and Grand Eagle of the Legion
of Honor and of the orders awarded by the Empire;</strong></p>
<p align="center"><strong>WHEREAS</strong> We
would like to provide for the reestablishment of the Alexandrian
Catholic Church and its administration once it is reestablished;<br>
<br>
<strong>WHEREAS</strong> an organizational structure for
the newly reestablished Alexandrian Catholic Church would ensure its
continuation and would provide for the culture of the Empire as well as
a contribution to the spiritual health of the citizens of the Empire;<br>
<br>
<strong>LET IT THEREFORE BE KNOWN</strong> that We hereby <span
style="font-weight: bold;">establish the following as the
Organizational</span><strong> Law of the Roman Catholic
Church in Alexandria:</strong></p>
<p align="center">1.) The affairs of the Roman Catholic
Church in Alexandria shall be entrusted to the Metropolitan Province of
Geneva, which shall encompass the entirety of the Empire of the
Alexandrians. The Genevan Province shall be lead by the Archbishop of
Geneva, who shall bear the following titles: "His Excellency, (name),
the Archbishop of Geneva, Metropolitan of the Genevan Province, and
Primate of Alexandria." The Archbishop may only be removed by death,
resignation, or by the Emperor of the Alexandrians at the request of a
two-thirds majority of the clergy of the Archdiocese. He shall be the
final judge, legislator, and administrator of all Church affairs in
Alexandria.<br>
<br>
2.) The Archdiocese shall be divided into four dioceses, each led by a
suffragan bishop: the Diocese of Edgardia, which shall handle the
ecclesiastical affairs of the Imperial Province of Valenciennes; the
Diocese of Crecy, which shall handle the ecclesiastical affairs of the
Imperial Province of Ibelin; the Diocese of Los Santos, which shall
handle the ecclesiastical affairs of the Imperial Province of San Martin;
and the Diocese of Lautenberg, which shall handle the ecclesiastical
affairs of the Overseas Imperial Provinces. The ecclesiastical affairs
of all other areas of the Empire shall be reserved for the Archdiocese
of Geneva. Each bishop shall be appointed and consecrated by the
Archbishop of Geneva, and may only be removed by death, resignation, or
the Archbishop of Geneva. <br>
<br>
3.) The Synod of the Archdiocese of Geneva shall be the chief
convulsive, deliberative, and judicial body of the Archdiocese, which
shall be convoked and dismissed by the Archbishop. The Synod shall be
composed of all of the clergy of Alexandria, and votes shall be
allocated as follows: a bishop shall have three votes, a priest shall
have two votes, and a deacon shall have one vote. The Synod may pass
resolutions on affairs in Alexandria, and deliberate all matters but
before it by the Archbishop. A vote shall be considered valid if a
quorum of at least half of the Synod is reached, with at least one
bishop being present; all resolutions shall be considered passed by an
absolute majority vote. The Archbishop shall have final approval of all
resolutions and judgments of the Synod of Archdiocese of Alexandria. <br>
<br>
4.) The Archbishop shall be entitled to a Vicar-General, Chancellor,
and Secretary to aid in the affairs of the Archdiocese; each appointee
must be a member of the clergy, and may be elevated to the status of
Monsignor. Each bishop shall be entitled to a Vicar to assist in
diocesan affairs, who must also be a member of the clergy and may also
be given the status of Monsignor at the discretion of the Archbishop. <br>
<br>
5.) The Archbishop of Geneva shall be elected by an absolute majority
of the Synod, in quorum assembled. If the elect does not yet possess
episcopal status, a bishop, approached in order of precedence, shall
ordain him. Should no bishop be present in the Archdiocese, the elect
may be conferred episcopal status by the Emperor of the Alexandrians.
Should a tie occur, consecutively, for at least three ballots, the
Emperor of the Alexandrians shall cast the deciding vote. Should no
clergy exist in the Archdiocese, the Emperor of the Alexandrians shall
have the right to appoint an Archbishop of Geneva. <br>
<br>
7.) All actions and decisions of the Archdiocese of Geneva shall be in
conformity with the Code of Canon Law, the Catechism of the Roman
Catholic Church, and the laws and teachings of the Catholic Church;
those in conflict are considered null and void. <br>
<br>
8.) The archdiocese shall be a purley spiritual structure, and shall be
under the full legal regulations and constraints of the Empire of
Alexandria, excepting those matters of sacramental confidentiality and
other civil legal issues clarified by the Roman Catholic Church. <br>
<br>
9.) This decree shall be the supreme organizational law of the
Archdiocese of Alexandria, and shall go into effect immediately.</p>
<p align="center"><span style="font-weight: bold;">And</span>
Command that it have immediate effect upon this 22nd day of
October of 2007;<br>
<br>
<span style="font-weight: bold;">And</span> we do
further Command that our subjects be given this Decree as law and
proclaimed throughout our realm.<br>
