| The Alexandrian Norona Incorporation and Organization Act A Bill to organize and incorporate the territories obtained from the Treaty of Gottenborg. BE IT ENACTED by the Emperor's most Excellent Imperial Majesty, by and with the advice and consent of the Members of Parliament assembled, and by the authority of the same, as follows: Article I – Establishment of the Free State of Leifgrad-Baden. a. The territories obtained from the Treaty of Gottenborg are hereby organized and officially incorporated into the Empire of the Alexandrians as the Free State of Leifgrad-Baden. b. The official status of the Free State of Leifgrad-Baden is that of an incorporated organized territory, with Commonwealth status, of the Empire of the Alexandrians, subject to the plenary powers of the Alexandrian Imperial Parliament and with the right to establish a constitution for the internal administration of government and on matters of purely local concern. Article II – Sovereign of the Free State of Leifgrad-Baden, Form of Government. a. His Imperial Majesty, Emperor Edgard II, is hereby granted authorization by the Imperial Parliament to rule as the first Sovereign King of the Free State of Leifgrad-Baden. His Imperial Majesty shall serve as first Sovereign King of the Free State of Leifgrad-Baden until his death, abdication or declared incapacitation. b. The Free State of Leifgrad-Baden shall be a republic under the presidency of an elected King. After the demise of King Edgard I of the Free State, elections shall be held for the post of King. c. Kings of the Free State of Leifgrad-Baden will be chosen by election by a Council of Nobles, composed of all land-owning nobles residing in the Free State, and never to succeed by right of inheritance. d. Kings of the Free State of Leifgrad-Baden will convene a Parliament at least every two years for six weeks. e. Kings of the Free State of Leigrad-Baden cannot do the following without approval and consent of the Parliament of the Free-State:
ii. Call for a mass conscription or military draft (levee en masse); iii. Declare war or peace. f. Should there be no activity or citizens to allow the processes of Government here stipulated for the Free State of Leifgrad-Baden, King of the Free State of Leifgrad-Baden is given full powers to fully simulate or “roleplay” any event or function of any governmental body within the Free State. g. The Free State of Leifgrad-Baden will have as its capital the city of Leifgrad. Article III – Imperial Assent. This act shall not become law until it has received Imperial Assent. |
