Part I: Crimes
Chapter 1: Crimes against this Empire of the Alexandrians
Article 1: Treason
A person who, being a Citizen of Alexandria:
a. does anything tending to the death or destruction of His Imperial Majesty and his Government;
b. levies war, or does any act preparatory to levy war, against His Imperial Majesty or this Empire of the Alexandrians;
c. assists by any means whatever, with intent to assist, an enemy at war with this Empire of the Alexandrians, whether or not the state of public emergency has been declared;
d. assists to another person who is, to his knowledge, guilty of treason in order to enable him to escape punishment; or
e. knowing that a person intends to commit treason, does not give information thereof to a Law Court of Alexandria or to the corresponding authorities.
shall be guilty of a crime, called Treason, and liable to the punishment of exclusion or of expulsion for a period fixed by the Court, with consideration being given to his Imperial Majesty and the Imperial Cabinet's views.
Article 2: Sabotage
Any person who carries out an act to destruct any thing, substance or material that is used, or intended to be used, to the defence of the Empire of the Alexandrians, or to the maintenance of the internal security and public order therein, shall be guilty of a crime, called Sabotage, and liable to the punishment of exclusion or of expulsion for a period fixed by the Court of no less than fifteen years.
Article 3: Espionage
Any person who, with an intent prejudicial to the safety or defense of the Empire of the Alexandrians:
a. makes a copy of a document that might be or is intended to be directly useful to an enemy or a foreign nation;
b. obtains, collects, records, uses, has in possession or communicates to another person any information, including an opinion or a report of a conversation, that is likely to be useful to an enemy or a foreign nation; or
c. Enters a place or forum prohibited by Statute;
shall be guilty of a crime, called Espionage, and liable to the punishment of exclusion or of expulsion for a period fixed by the Court of no less than ten years.
a. he who by whatever means and without the proper authority takes knowledge of or divulges undisclosed governmental communications shall be punished by expulsion for a period fixed by the Court of no more than ten years but no less than two years.
Article 4: Usurpation
Any person who usurps or unlawfully exercises any function of government, whether by setting up, maintaining or taking part in any way in a body of persons purporting to be a government or a legislature but not authorized in that behalf by or under the High Laws of Alexandria, or by setting up, maintaining, or taking part in any way in a purported Law Court or other tribunal not lawfully established, or by forming, maintaining, or being a member of an armed force or a purported police force not so authorized, or by any other action or conduct whatsoever, shall be guilty of a crime, called usurpation, and liable to the punishment of exclusion or of expulsion for a period fixed by the Court of no less than six months.
Article 5: Obstruction of His Imperial Majesty's Law
Any person who prevents or obstructs, or attempts or is concerned in an attempt to prevent or obstruct, by force of arms or other violent means or by any form of intimidation the orders of any branch (whether Legislative, Judicial, or Executive) of His Imperial Majesty's Government or the exercise or performance by any member of the legislature, the judiciary, or the executive or by any officer or employee (whether civil (including police) or military) of any of his functions, powers, or duties shall be guilty of a crime, called Obstruction of His Imperial Majesty's Law, and liable to the punishment of exclusion or of expulsion for a period fixed by the Court of no less than fifteen years.
Article 6: Hindering of His Imperial Majesty
Any person who prevents, or obstructs, or attempts or is concerned in an attempt to prevent or obstruct, by force of arms or other violent means or by any form of intimidation the exercise or performance by His Imperial Majesty of any of his functions, powers, or duties shall be guilty of a crime, called hindering of His Imperial Majesty, and liable to the punishment of exclusion or of expulsion for a period fixed by the Court of no less than fifteen years.
Chapter 2:
Crimes Against Peaceful Relations with Foreign Nations
Article 7: Aggression against a Foreign Nation
A person who, being a Citizen of Alexandria or being lawfully present in the Empire of the Alexandrians, without order or approval of His Imperial Majesty, levies war, or does any act preparatory to levy war, against a Foreign Nation, with the exception of those involved in another Nation's military, shall be guilty of a crime, called Aggression against a Foreign Nation, and liable to the punishment of detention for a period fixed by the Court of no less than 1 month in the Conciergerie.
Chapter 3:
Crimes Against the Administration of Justice
Article 8: Definitions
For the purposes of this Chapter:
a. the word "Lord Justice" includes Judges of Law Courts other than the High Court or any other tribunal lawfully exercising judicial functions;
b. the words "judicial proceeding" means a proceeding in or before the High Court, or any division thereof, or any other Law Court or tribunal lawfully exercising judicial functions.
Article 9: Judicial Corruption
A person who, being a Lord Justice, asks, receives, obtains, or agrees or attempts to receive or obtain, any benefit of any kind for himself or any other person, on account of anything already done or omitted to be done or to be afterwards done or omitted to be done by him in his judicial capacity shall be guilty of a crime, called Judicial Corruption, and liable to the punishment of detention for a month in the Conciergerie and a life time exclusion from the Judicial Branch.
Article 10: Contempt of Court
(a)Giving False Testimony
A person who, in any judicial proceeding or for the purposes of instituting a judicial proceeding, knowingly gives false testimony touching any matter shall be guilty of a crime, called giving false testimony, and liable to the punishment of expulsion for a period fixed by the Court of no less than six months or of suspension of civil rights for a period fixed by the Court of no less than six months.
(b)Corruption or Intimidation of Witnesses
Any person who:
a. threatens, intimidates, restrains, uses or causes the use of violence to or inflicts an injury on a person called or to be called as a witness in a judicial proceeding; or
b. gives or offers to give a benefit of any kind to such a person in contreprestation to giving false testimony or withhold true testimony in a judicial proceeding;
shall be guilty of a crime, called corruption or intimidation of witness, and liable to the punishment of expulsion for a period fixed by the Court of no less than ten months or of suspension of civil rights for a period fixed by the Court of no less than ten months.
© Destroying Evidence
A person who, knowing that a thing of any kind is or may be required in evidence in a judicial proceeding, willfully destroys or renders it illegible or incapable of identification, shall be guilty of a crime, called destroying evidence, and liable to the punishment of expulsion for a period fixed by the Court of no less than ten months or of suspension of civil rights for a period fixed by the Court of no less than ten months or of a forfeiture of no less than AE 50,000.
( Disobedience of Court Rules
A person who, during of or in relation to a judicial proceeding, says, writes, prints, utters or publishes any words to bring a Court any other tribunal lawfully exercising judicial functions into contempt, shall be guilty of a crime, called disobedience of court rules, and liable to the punishment of expulsion for a period fixed by the Court of no less than two years or of suspension of civil rights for a period fixed by the Court of no less than two years.
Article 11: Attempting to Pervert Justice
Any person who attempts, in any way not specially defined in this Code, to obstruct, prevent, pervert, or defeat, the course of justice in relation to the judicial power of the Empire of the Alexandrians, shall be guilty of a crime, called attempting to pervert justice, and liable to the punishment of detention in the Conciergerie for 3 months.
Article 12: Escape
Any person who is under suspension of civil rights or otherwise under the Law of the Empire of the Alexandrians restricted from posting in any forum of this Empire of the Alexandrians other than the Alexandrian Jail and the forums of the Courts of Alexandria until released in accordance with the Laws of the Empire of the Alexandrians who breaks his confinement, shall be guilty of a crime, called escape, and liable to the punishment at the discretion of the Judge sitting in the case.
Chapter 4:
Crimes against Tranquility
Article 13: Trolling
Any person who posts rude, offensive, threatening, obscene, hostile or inflammatory messages on, from or via the forums of the Empire of the Alexandrians, shall be guilty of a crime, called trolling, and liable to the punishment of detention for a week in the Conciergerie.
Article 14: Flaming
Any person who engages in an exchange of rude, offensive, threatening, obscene, hostile or inflammatory messages on, from or via the forums of the Empire of the Alexandrians, shall be guilty of a crime, called flaming, and liable to the punishment of detention for a week in the Conciergerie.
Article 15: Spamming
Any person who with commercial or malicious intent, floods the forums of the Empire of the Alexandrians with unsolicited, unwanted, or unwelcome messages, or does the same from or via the forums of the Empire of the Alexandrians, shall be guilty of a crime, called spamming, and liable to the punishment of permanent exclusion.
Chapter 5:
Fraud
Article 16: Forgery
A person who makes or utters a false document representing any amount of the national currency units of the Empire of the Alexandrians shall be guilty of a crime, called forgery, and liable to the punishment of detention for 2 months in the Conciergerie
Article 17: Stealing National Property
A person who fraudulently takes any thing of any kind, including money, from the possession of the Empire of the Alexandrians or any authority of the government of the Empire of the Alexandrians or any legal person that is created by a statute or Imperial Instrument, shall be guilty of a crime, called stealing national property, and liable to the punishment of detention for 2 months in the Conciergerie and a fine at the discretion of the trial Judge.
Article 18: Exploitation
Any person who:
a. exploits the flaws of any banking system used by this Empire of the Alexandrians;
b. exploits the labor of minors, those deemed unable to make an informed decision themselves or those at danger of physical violence; or
c. in any other immoral fashion exploits anything else;
For the sole purpose of gaining money, shall be guilty of a crime, called exploitation, and liable to the punishment of detention for 2 months in the Conciergerie.
Article 19: Using Another's Name
A person who, uses the name of another person with the intent of causing deception or defamation of character, shall be guilty of a crime, called using another’s name, and liable to the punishment of detention for 2 months in the Conciergerie.
Article 20: Using False Identity
A person who, in order to cause a mistake of another person, uses a name, or declares to have a character, that is not his own, shall be guilty of a crime, called using false identity, and liable to the punishment of detention for 2 months in the Conciergerie.
Chapter 6:
Crimes Against Different Persons
Article 21: Defamation
Any person who says, writes, prints, utters or publishes any untruthful words that cause someone to be shamed, ridiculed, held in contempt, lowered in the estimation of the community, or otherwise suffer a damaged reputation, shall be guilty of a crime, called defamation, and liable to the punishment of detention for a week in the Conciergerie.
Article 22: Theft
A person who takes into his possession any thing of any kind, including money, that belongs to another person and he has an intention to permanently deprive the owner of the said property, unless such an act is made in execution of a law or a contract, shall be guilty of a crime, called theft, and liable to the punishment of detention for 3 months in the Conciergerie.
Article 23: Harassment
Any person who systematically or continuously makes threatening, abusive or other vexatious comments towards an individual or behaves himself in such a fashion towards an individual on, from or via the forums of the Empire of the Alexandrians that is known or ought reasonably be known to be unwelcome that causes substantial emotional distress in such individual and serves no legitimate purpose, shall be guilty of a crime, called harassment, and liable to the punishment of detention for 5 months in the Conciergerie.
Chapter 7:
Hate Crimes
Article 24: Hateful Harassment
Any person who, by force or threat of force, intimidates, interferes with, oppresses, or threatens any other person in the free exercise or enjoyment of any right or privilege secured to him or her or by the Laws of the Empire of the Alexandrians because of the other person's race, color, religion, ancestry, national origin, disability, gender, or sexual orientation, or because he or she perceives that the other person has one or more of those characteristics, shall be guilty of a crime, called hateful harassment, and liable to the punishment of detention at the trial judge's discretion.
Article 25: Hateful Malicious Mischief
Any person who knowingly defaces, damages, or destroys personal property of any other person for the purpose of intimidating or interfering with the free exercise or enjoyment of any right or privilege secured to the other person by the Laws of the Empire of the Alexandrians, because of the other person's race, color, religion, ancestry, national origin, disability, gender, or sexual orientation, or because he or she perceives that the other person has one or more of those characteristics shall be guilty of a crime, called hateful malicious mischief, and liable to the punishment of detention at the trial judge's discretion.
Chapter 8:
Incohate Offences
Article 26: Conspiracy
If two or more persons agree to commit any crime defined in this Code or any other Statute containing penal provisions, but the intended crime shall not be committed, each of these persons shall be guilty of a crime, called conspiracy, and liable to the punishment of detention for 2 months in the Conciergerie.
Article 27: Incitement
If any person uses words to incite a person to commit a crime mentioned before this Chapter of statute shall be guilty of Incitement to Commit the said crime and shall be liable to the punishment of detention for 2 months in the Conciergerie.
Article 28: Attempts
Any person who attempts to commit a crime mentioned before this Chapter of statute shall be guilty of Attempting to Commit the said crime and shall be liable to the punishment of detention for 2 months in the Conciergerie.
Chapter 9: Secondary Offences
Article 29: Aiding
Any person who gives help, support or assistance to a criminal at the scene of a crime shall be guilty of Aiding to the said crime and shall be liable for the same punishment as the primary offender.
Article 30: Abetting
Any person who incites, instigates or encourages a criminal at the scene of a crime shall be guilty of Abetting to the said crime and shall be liable for the same punishment as the primary offender.
Article 31: Counselling
Any person who encourages a person to commit a crime, and that crime is then committed, shall be guilty of Counselling to that crime and shall be liable for the same punishment as the primary offender.
Article 32: Procuring
Any person who procures a crime to happen and that crime happens shall be guilty of Procuring to that crime and shall be liable for the same punishment as the primary offender.
Part II: Punishments
Article 33: Exclusion
(1) The effect of a sentence of exclusion shall be that the convict sentenced thereto shall be banned for life from the Empire of the Alexandrians and the Courts of Alexandria.
(2) If the convict is a Citizen of Alexandria the effect of a sentence of exclusion shall also be that the convict shall cease to be a Citizen of Alexandria.
(3) If the convict is a holder of any Titles and Honors granted by His Imperial Majesty the Emperor of the Alexandrians, a meeting of the Imperial Household will be convened and they shall decide whether these titles and honors should be withdrawn from the convict.
(4) If the convict is a holder of any office or trust under the Empire of the Alexandrians the effect of a sentence of exclusion shall also be that the convict shall cease to hold any office or trust he holds under the Empire of the Alexandrians.
Article 34: Expulsion
(1) The effect of a sentence of expulsion shall be that the convict sentenced thereto shall be banned from the Empire of the Alexandrians.
(2) The punishment of expulsion may be imposed for a specified time.
(3) If the convict is a Citizen of Alexandria the Court may also revoke the Alexandrian Citizenship of the convict.
(4) If the convict is a holder of any Titles and Honors granted by His Imperial Majesty the Emperor of the Alexandrians, a meeting of the Imperial Household will be convened and they shall decide whether these titles and honors should be withdrawn from the convict.
(5) If the convict is a holder of any office or trust under this Empire of the Alexandrians the Court may also remove the convict from any office or trust he holds under the Empire of the Alexandrians.
Article 35: Fines
(1) The effect of a sentence of forfeiture shall be that the person sentenced thereto shall be bound to pay to his Empire of the Alexandrians such amount of money as the Court fixes.
(2) If the convict is a Citizen of Alexandria the Law Court may also revoke the Alexandrian Citizenship of the convict.
(3) If the convict is a holder of any Titles and Honors granted by His Imperial Majesty the Emperor of the Alexandrians, a meeting of the Imperial Household will be convened and they shall decide whether these titles and honors should be withdrawn from the convict.
(4) If the convict is a holder of any office or trust under this Empire of the Alexandrians the Court may also remove the convict from any office or trust he holds under the Empire of the Alexandrians.
Part 3: Final Provisions
Article 36: Short Title
This Act may be cited as the Imperial Criminal Code.
Article 37: Commencement of Act
This Act shall come into operation immediately after it has received Imperial Assent
