Parliamentary Procedure Reform (Amendment) Bill
This act provides amendments to the Parliamentary Procedure Reform Act and seeks to modernise and formalise procedure in the act.

Article 1 - Regarding the Speaker.
a) Section 3.2 shall be amended to read;

At the beginning of each session, the outgoing Speaker shall conduct the vote for the new Speaker, from among the Members of Parliament who are not members of the Executive Government or  provided that a person shall not be elected as Speaker if, under any of the provisions of the Constitution, he is not qualified for election. If the outgoing Speaker is not present, the Lord Chief Justice is required to take the vote.

B) Another subsection to Section 3 of the PPRA is added to read;

A Member of Parliament may motion for a vote of no confidence in the Speaker directly to the floor. For a Speaker to be removed, the Imperial Parliament must vote for the motion of no confidence with a majority of two-thirds of members.


Article 2 - Regarding Parliamentary Procedure
a) Section 4.2 shall be amended to read;

Any member may introduce legislation. To do so he must present the bill to the Speaker, who shall introduce for debate no more than 3 bills at a time. The Prime Minister, Minister of Foreign Affairs or Emperor is obliged to introduce Treaties directly to the floor. Treaties will not count towards the 3 bill limit.

B) Section 4.4 shall be amended to read;

After the debate period is over the Speaker shall conduct a vote. The voting choices will be: "Oui" in approval, "Non" in disapproval, "Abstain" in neutrality, and "Defer" to extend the debate period for another week.

c) Section 4.9 shall be amended to read;
QUOTE
At any time, a voting MP may declare a leave of absence. The declaration should be filed to the Speaker’s Office only. The MP may specify how long his leave of absence shall last. If it should last for more than 4 days, the MP may specify so clearly in his LOA announcement. MPs may not appoint proxies. Proxy voting is hereby outlawed.


Article 3 - Behaviour and titles of Members.
a) Section 5 shall be amended to read;

Section 5: Behavior of the Members of Parliament
1.) All members must treat each other with respect and dignity.
a) Members of Parliament who are members of His Imperial Majesty's Government shall be addressed as Right. Honourable Members.
B) The Majority and Minority Leaders shall be addressed by their titles of Majority or Minority Leader or as Most Honourable Member.
c) Members of Parliament without positions in His Imperial Majesty's Government and without leadership positions within Parliament shall be addressed as Honourable Members.
2.) The Speaker reserves the right to suspend a member for a period of three days, if he is out of order.
3.) Any member of the Imperial Parliament may present a motion to suspend another member. To do so he must have a verifiable cause.
4.) A member of the Imperial Parliament may be expelled if he acts in unethical ways, or if he has been suspended three times. The Emperor must give His Imperial Assent for the expulsion.
5.) Expulsions may be appealed in the High Court of Justice of the Empire.


Article 4 - Amendments to the PPRA
a) Section 7 shall be amended to read as follows;

1.) The PPRA may be amended by the Speaker of Parliament upon recommendation by the Members of Parliament.
2.) If a motion to amend the PPRA is approved by a majority of Parliament, the Speaker shall amend the PPRA.
3.) There shall be no suspension of this act whatsoever.
4.) Upon any substantial change in the electoral system, the PPRA will be brought into debate for Members of Parliament to amend it as they see fit.
