Date: 5th February 2008
Nation: The Confederation of Gralus

Letters of Credence:

(I'm sorry, I would provide a link but due to problems in forum upgrade the Gralus forum is down)

AugustoBenavides - February 5, 2008 02:42 PM (GMT)
Andreas the Wise, welcome to Alexandria, I was not aware you had a diplomatic side, I have seen you in battle though, let's hope you are as good diplomat as you are a warrior.

The Minister will meet you shortly,

Andreas the Wise - February 5, 2008 08:51 PM (GMT)
Mr Benavides, I am most surprised to hear that. I have been a diplomat far longer than I have been a warrior, at least in any international sense. But thank you for your kind welcome, I look forward to meeting the minister officially.

HIH Prince Enrique Portela - February 5, 2008 10:19 PM (GMT)
Your Excellency,

It is without a doubt, an honor to have you come here to Alexandria on behalf of Gralus. Although Alexandrian relations with Gralus have never officially taken off, Alexandria does hold one of its members, Novatainia in high esteem remembering the generous land grant given to us by the Novatainian Government back when Alexandria had negotiated a treaty with yourself.

I welcome you, to the Empire of the Alexandrians and would also like to extend greetings to the Executive officers of Gralus. Interestingly enough, we've met, talked and negotiated before and am interested in perhaps negotiating with yourself again.

respectfully,

Andreas the Wise - February 6, 2008 03:25 AM (GMT)
Your Highness,

Thankyou so much for your kind greetings. Your sentiments echo exactly what I was going to say once my credentials were accepted. Looks like I will not need the long spiel.

As a Gralan ambassador, I've noticed with interest your recent diplomatic efforts have begun or renewed ties with our three closest allies - Shireroth, Natopia and Riponia, and thought that it would be worthwhile to visit your fair nation and see if it was worth doing the same. As you mentioned, Novatainia (one of the two founding members of Gralus) has had friendly relationships with Alexandria in the past, and though our forces have unfortunately fought against eachother before, to the best of my knowledge they came out friends, and I always viewed that as being dragged in by allies, rather than having any argument between us. And that is, of course, pre-Gralus.

So I would like to extend the hand of friendship to Alexandria and, if you are willing, seeing about negotiating some sort of treaty or pact.

respectfully,
Andreas the Wise

HIH Prince Enrique Portela - February 6, 2008 03:18 PM (GMT)
Your Excellency,

speaking on behalf of His Imperial Majesty, the Emperor developing our relations to a higher level such as signing a new treaty with Gralus would be something that Alexandria would take a keen interest in. Should i do the honors of drafting the treaty text?

respectfully,

Andreas the Wise - February 6, 2008 09:42 PM (GMT)
Your Excellency,

That would be most acceptable, partly because I am not sure how serious a treaty Alexandria wants. Naturally I shall have to have the final document approved by my Triumvirate, but that should merely be a formality. I look forward to seeing what you draft.

respectfully,

Andreas the Wise - February 13, 2008 11:23 PM (GMT)
Your excellency,

May I humbly ask how this treaty writing is going?

respectfully,

HIH Prince Enrique Portela - February 13, 2008 11:56 PM (GMT)
Excellency,

my sincere apologies, RL issues are aparently getting tighter and tighter every day. May i suggest a treaty of close friendship? (text is found in the Foreign Affairs main forum, its pinned)

Would that be acceptable to the people of Gralus?

respectfully,

Andreas the Wise - February 14, 2008 12:15 AM (GMT)
Your excellency:

QUOTE
The Empire of the Alexandrians and the Confederation of Gralus united in both their desire for a more formal relationship and their commitment towards peace, agree:

1. That each state recognises the other's sovereignty, legitimacy, and territory, both physical and imagined;

2. That all diplomatic parties from both Alexandria and Gralus shall enjoy diplomatic immunity within the borders of each state.

3. That both states agree to resolve any mutual disputes in a peaceful manner, with or without the arbitration of a neutral third party;

4. That neither state shall commit or condone an attack on the other, and will seek to share information in the case of imminent attack;

5. That neither state that is party to this agreement shall harbor, aid or otherwise support those that are willing to overthrow the legitimate government of either micronation;

6. That both parties shall remain open and accessible visitors from one another, barring national emergencies or other such security issues;

7. That the governments of both Alexandria and Gralus shall be given the right to extradition of those deemed criminal in either contracting micronation. The detained individual shall be handed over to the authorities of the petitioning micronation and the other must comply with the petition within a period of no greater than one week.

8. Cultural exchanges, diplomatic initiatives and other means at fostering an environment of well being between Alexandria and Gralus shall be supported by both governments, who will notify each other of major events and happenings within the borders of each.

9. That either party seeking to amend this treaty shall inform the other of this request, and that all amendments must be made with mutual consent;

10. That immediately after the ratification of this treaty (through the governments' head of state's signature or foreign official's signature) will its relevance take affect as both signatory parties are bound to the commitment of this treaty and dialogue between our micronations shall begin;

11. That the cancellation of this treaty must be undertaken via a written notice posted in both nations' forums for a minimum period of five days before the annulment date;

12. That any deliberate violation of the aforementioned articles constitutes the cancellation of this treaty.

This, you mean? That sounds quite acceptable to me, though naturally I have to get it approved by my Triumvirate before ratification. I hope your RL issues resolve.

Respectfully

HIH Prince Enrique Portela - February 18, 2008 03:04 PM (GMT)
Your Excellency,

The treaty is indeed acceptable for His Imperial Majesty's Ministry of Foreign Affairs. Unfortunately, the treaty, after being signed by myself it will have to be ratified by the Imperial Parliament.

respectfully,

Andreas the Wise - February 18, 2008 09:48 PM (GMT)
Of course, as I have to get it ratified by the Triumvirate. I shall return in a few days when I have done so ...

HIH Prince Enrique Portela - February 19, 2008 01:29 PM (GMT)
Excellent, i will take the liberty of adding this into the parliament docket.

respectfully,

Andreas the Wise - February 28, 2008 05:31 AM (GMT)
An update, your excellency. The Triumvirate has basically approved it, I merely await the proper wording of one of the signatures. How goes things your end? As to the other matter you mentioned, I will try to contact you when I see you are online.

respectfully,

HIH Prince Enrique Portela - February 28, 2008 01:08 PM (GMT)
Excellency,

I've submitted the treaty to Parliament. They'll be ratifying the treaty shortly hopefully. With regards to our other pending discussion im on AIM or MSN most of the time.

If not, PM also works for me.

respectfully,

Andreas the Wise - March 11, 2008 05:23 AM (GMT)
Your Majesty, if I may be so bold as to speak a second time; I have pm'd you a proposal that I hope the Alexandrian Government will find most suitable. I would be obliged if you would look at it and give me your response.

HIH Prince Enrique Portela - March 11, 2008 11:39 AM (GMT)
I've replied, Excellency. My sincere apologies, i had overlooked this message.

Andreas the Wise - March 12, 2008 10:01 AM (GMT)
No problem at all, I just thought I should bring it up as it seemed a matter of some importance ...

Andreas the Wise - March 13, 2008 10:06 PM (GMT)
Your excellency,

Further on the matter we discussed in private, here is a treaty I hope you will find suitable.
QUOTE
TREATY OF PASSAS
BUILDING on the spirit of friendship and cooperation that exists between the Confederation of Gralus and the Empire of the Alexandrians, and

RECOGNISING the past land arrangements of 'THE ALEXANDRIA-NOVATAINIA TREATY OF RECOGNITION AND FRIENDSHIP BETWEEN THE KINGDOM OF NOVATAINIA AND THE EMPIRE OF THE ALEXANDRIANS,' Alexandria and Gralus do agree to the following land division regarding the old lands of Passas:

user posted image

AFFIRMING both that Chelkran Kesh are the succesors to Passas, and that Alexandria has a claim to the area predating Passas at all, and

AIMING to allow both nations to have their lands join up, they agree that the area in the middle will be a demilitarised zone, for 20m by 20m.  Within that area, two large roads will cross perpendicular to eachother, and traffic lights shall be constructed at the intersection.  The cost of maintaining the traffic lights and intersection shall be shared equally between both governments.  This intersection will allow people in both nations to travel to both sides of their nation without having to enter the land of the other nation, nor undergo border checks.

ALLOWING military vehicles to pass acros this demilitarised zone only when prior authorisation has been seeked and granted by the other nation, and finally

CONFIRMING that Gralus will maintain full access to the oil available in the bay, utilising the old Passian oil rigs,

They confirm this by their signatures beneath:
....

If the middle paragraph explaining the arrangements seems too long or too unnecessary, it can be cut back, but basically it allows us both unrestricted travel. The passage about allowing military vehicles with authorisation is 'in simulation' authorisation - ie out of wars we can say we have tanks in the south of Passas and it's assumed we asked you to go through, and you can move troops to Corvacado and so on. Naturally in a proper Recwar we'd have to ask permission to cross eachother's land anyway, treaty or not.

Hoping this is acceptable to you,

Andreas the Wise - March 31, 2008 12:11 AM (GMT)
The Confederation of Gralus would like to publicly state their support for the Emperor and the Imperial Family over any Republic, in this case of possible treason, and hopes the matter is soon resolved in their favour.

HIH Prince Enrique Portela - March 31, 2008 02:27 PM (GMT)
Excellency,

If you don't mind, i'd like to submit this along with the Treaty Alexandria recently committed to with Gralus located in the hopper currently. It'll speed things up in my opinion.

The treaty is perfect. Although the image doesnt show for a reason unknown to me. Do you happen to have a copy of the map? the one you had sent me via PM i had accidentally deleted. I'd appreaciate a copy :)

respectfully,

Andreas the Wise - April 1, 2008 04:49 AM (GMT)
I'd be delighted for these treaties to go through. I fixed the image ... I had to get my use files changed on Novatainia and now all my images need user_files2 in the URL ... but it works now. :D

Regards,

HIH Prince Enrique Portela - April 8, 2008 11:48 AM (GMT)
The treaty should be able to go through during this new session of Parliament. :)

Andreas the Wise - April 9, 2008 09:23 AM (GMT)
Excellent. I shall submit the claim as soon as you are ready.
