Accoutability Act
An Act establishing provisions for the accountability of Ministers of State not just to the Imperial Crown but also to the elected Parliament.

BE IT ENACTED by the Emperor's most Excellent Imperial Majesty, by and with the advice and consent of the Members of Parliament assembled, and by the authority of the same, as follows:

Article 1: The Accountability of Ministers.
a) This act establishes the doctrine that all Ministers of State are accountable to the Imperial Parliament.
B) This act does not infringe on the fact that Ministers of State are also responsible to the Emperor of the Alexandrians.

Article 2: Procedure
a) Each Thursday a Minister shall be required to answer any questions put to him on the floor of the Imperial Parliament.
B) A question is able to tabled by any Member of Parliament.
c) All questions must be submitted to the Office of the Speaker by the Wednesday of the week a Minister is due to answer questions.
d) The Speaker of the House, or his Clerk, are responsible for submitting the questions to the Minister.
e) The Minister must respond by the end of the Thursday he is questioned.
f) Questions must be in Parliamentary language and are able to cover all areas of public life except matters pertaining to the Emperor.
g) The timetabling for which Minister appears before Parliament on what week will be published by the Prime Minister, who is also required to answer questions.
h) No Minister can answer questions again until all other Ministers have done so.
i) No Minister who happens to be an MP is capable of asking questions.

Article 3: Royal Assent
a) This bill becomes law upon receiving Royal Assent.
