I have tabled a bill in parliament seeking to amend the Economy Re-establishment Act (2007).

The bill aims to achieve the following:

1. Clarification of the position of government workers:
- the bill provides that the government should set objective criteria of work performance and may impose financial penalties upon government workers who fail to meet those standards, but makes an end to the inapplicable 70% activity-rule.
- the bill makes an end to the salary cap, but provides rules for the cumulation of positions.
- the bill makes the retirement plan for government workers payable again by reducing the intrest rate of 10%/month (!) to 0.5%/month or 6%/year. This is a good investment, of which payment can realistically be assured by our government.

2. Alteration of the system of living costs:
- the bill provides for costs of living in terms of a fixed sum, rather than a percentage. In reality costs of living only marginally depend upon the wage rate of a person, and are therefore better represented as a fixed sum than as a percentage.
- Onwers of a castle or manor incurr an 8%-increase of their costs of living, for the obvious reasons.

3. No financial favors for nobility
- There is no reason why the government should pay stipends to nobility. Only the Imperial Family should receive a stipend because of their role in the representation of our Nation, but this should be dealt with in another law.

A bill for Act amending the Economy Re-establishment Act (2007)

Chapter I – Definitions
1. In this Act the following words are defined as follows:
- the Act: the Economy Re-establishment Act (2007)

Chapter II – Amendments relating to government workers
1. Article 2 of Chapter V of the Act is deleted and replaced by the following provision:
“2. The Minister of Finance, or whomever the Minister shall appoint, shall:
a. determine objective criteria relating to work performance of government workers.
b. determine the financial penalties to be imposed upon government workers who fail to meet the criteria set in accordance with paragraph a. of this article.”

2. In chapter V of the Act an article 3 is inserted which provides as follows:
“3. Article 2 of this Chapter does not apply to government workers who hold a position mentioned in article 1 of Chapter VI”
3. Chapter XII of the Act is deleted and replaced by the following provisions:
“Chapter XII – Cumulation of positions
1. Without prejudice to any legal provision determining the irreconciliability of certain functions, a person may at most hold two positions as government worker.
2. The positions mentioned in article 1 of chapter VI are not taken into account with regard to article 1 of this Chapter.
3. Any government worker is free to hold any position in the private sector, unless the law provides otherwise.”
4. In article 2, paragraph a of Chapter XI  of the Act the words “10%” are replaced by “0,5%”.
Chapter III – Amendments relating to the system of costs of living
1. Article 1 of Chapter IX of the Act is deleted and replaced by the following provision:
“1. Each person in the Empire of the Alexandrians is charged a fixed monthly sum in order to account for their costs of living. The costs of living are determined by location and based upon the declared home of the person. The following schedule states the sums per Region and City. For individuals living outside of a certain city, the fixed sum for the Region will be accounted.

2. Article 2 of Chapter IX of the Act is deleted and replaced by the following provision:
“2. a. For government workers, the fixed sum will immediately be deducted from their wage by the Minister of Finance, or whomever the Minister shall appoint.
b. All other persons shall pay the fixed sum at the end of each month to the Bank of Alexandria.”

3. An article 3 is inserted in Chapter IX of the Act and provides as follows:
“3. for anyone who lives in a large Manor or a Castle the fixed sum mentioned in article 2 of this chapter, shall be augmented by 8% in order to account for the higher costs of living.”
Chapter IV – Amendment relating to nobility stipends
1. Chapter VIII of the Act is deleted.
