| Ministry of Interior Act Article 1 – Name. This act shall be officially cited as the “Ministry of Interior Act”. Article 2 – Powers, duties and responsibilities delegated to the Ministry of Interior. The Ministry of Interior shall have the following powers, duties and responsibilities besides those that are expressly established in the Constitution: a.) registering and titling motor vehicles and issuing license plates; b.) granting of Alexandrian citizenship; c.) keeping vital national documents and records such as the Roll of Citizens; d.) administering the nation’s schools; e.) overseeing the nation’s universities and colleges; f.) overseeing the nation’s public library system as well as AlexWiki; g.) overseeing the conservation of our nation’s forests as well as administering the National Park Service; h.) operating the Empire’s correctional institutions; i.) overseeing and administering the Alexandrian Message Boards; j.) overseeing the conservation and development of our national culture, history and identity; k.) developing policies and plans for civil defense; l.) administering the Imperial law enforcement agencies; m.) developing a uniform system of traffic signs and signals, establishing speed limits on the Empire’s highways; n.) supervising all aeronautics within the Empire; o.) administering the construction and maintenance of the Empire’s highway system as well as other urban and public transportation systems; p.) handling provincial affairs; q.) managing the nation's welfare and social security systems. r.) Inform the Imperial Parliament about the needs and achievements of the Ministry on a timely basis. s.) Carry out the census as prescribed by Alexandrian law. Article 3 – Deputy Minister of Interior. 1. The Minister of Interior may appoint a Deputy Minister of Interior to assist the Minister in his many duties and responsibilities. 2. The Minister of Interior may appoint more than one Deputy Minister of Interior. The Minister shall designate among them a Chief Deputy. 3. The Deputy Minister of Interior shall act as the Attorney General of the Empire of Alexandria and prosecute any violator of Imperial law against the proper judicial authorities. Article 4 – Imperial Registry. 1. The Ministry of Interior shall be in charge of operating the Imperial Registry which includes all provinces, territories and possessions of the Empire of the Alexandrians. 2. Included in the Imperial Registry shall be the citizen’s province of residence and e-mail address. 3. The Imperial Registry should be constantly updated to ensure accuracy. 4. The Ministry of Interior may delegate the operation of the Imperial Registry to an Imperial Clerk. 5. The current method of provincial registration shall be ended in full. 6. The Imperial Registry shall be published in the forum of the Ministry of the Interior. The Imperial Registry should always be available to the general public. Article 5 – National Law Enforcement. 1. The Ministry of Interior shall appoint a Lord High Sheriff to be in charge of the law enforcement agencies of the Empire of the Alexandrians. 2. The Lord High Sheriff serves at the pleasure of the Minister of Interior. 3. All officers of the Imperial law enforcement agencies have all the powers of a deputy sheriff in enforcing the criminal laws of the Empire. 4. Officers of the Imperial law enforcement agencies must always bear in mind the rights and liberties of the individual. Before detaining an individual, a law enforcement agent must read the rights of the individual. 5. The Imperial Parliament shall appropriate the necessary amount of money to the national law enforcement organizations to ensure that our Empire is safe and secure. 6. The Minister of the Interior should proceed with the temporary arrest and deportation of a visitor considered as a persona-non-grata by the Empire. Persona non-grata designation can only be granted through the Emperor on reccomendation of the Cabinet. Article 6 – AlexWiki. 1. AlexWiki, the Empire’s wiki, is hereby administered by the Ministry of the Interior. 2. Vandalizing AlexWiki and any of its pages and/or articles shall hereafter be considered a felony in the Empire of the Alexandrians. Article 7 – Imperial Assent. This act shall not become law until it receives Imperial Assent. |
