Title: Administratior and Moderator Act 2006

Art. 1
This act may be reffered to as the Administratior and Moderator Act 2006 or in short as the Admin/Mod Act 2006

Art. 2
Administrator rights shall be extended to HIH The Emperor, The Prime Minister of the Empire and The Minister of the Interior upon taking up office.

Art. 3
Additional Administrators may be appointed at any time. They must recieve a majority approval in Parliament and also recieve approvial by the Emperor via Imperial Assent.

Art. 4
Administrators may be removed at anytime by the same means as they were appointed.

Art. 5
All Ministers shall recieve Moderator rights over their respective Ministries.

Art. 6
All MP's shall recieve Moderator rights over their respective Provences

Art. 7
This Bill Shall become law upon recieving Imperial Assent

The bill is perfect in all but one thing: I don't think the Parliamentary Ministers should receive modship over their provinces, Prefects get modship over them.

I believe that this should be ammended.

This was written before the prefect bill was passed, I would support such an ammendment.

I am 100% opposed to this bill as it currently stands. I believe His Majesty, as full owner of this board, should be able to have the final and absolute say over who in Alexandria deserves mod and administrator powers.

I see the Speakers point of view. But actually except for the minister of interior getting adminship, all the other stipulations are a mere "putting-traditions-into writing". So I don't think that the Emperor would have a problem.
Maybe for security purposes I would also motion for an amendment regarding the adminship of the minister of interior.

If we changed the two things that I have motioned for I would vote a definitive Aye on this bill.

well the reasoning behind the MoI is that his dutys include the upkeep of the fourms ect. such duties are easier to carry out when you are able to.

Mr Speaker,

Alexandria is a constitutional state, and one of the most important checks in a constitutional micronation is the administration of the boards. It is an important task of a state to maintain and support its boards and forums. The Parliament, being the representatives of the people (it is in the people that sovereignty is vested), should have a paramount right to dictate who shall have admin-status and not on these boards.

That means that the Parliament decides, and may revoke admin priveleges of certain persons. But, an admin that has been appointed by the Parliament - his admin priveleges should only be revoked by the Parliament, and not by any other person.

Therefore I fully support the Prime Minister's bill without reservations.

If I recall correctly, the Director of National Intelligence also has admin powers granted by the Emperor. The DNI screens all citizenship applications against the IP database we maintain of people who have been proven trouble-makers. It is imperative that we continue to allow the DNI to have this power so we can turn away troublemakers from Alexandria.

The Minister of Interior having admin powers is something I'm not against, if I believe correctly the Minister of Interior has it right now or no?

I understand where you're coming from, Honorable Representative. However, I think that allowing Parliament to determine who can have mod and admin status truly adds even more red tape to the mix.

I would support this bill if it allowed the Emperor to retain his powers to grant and remove mod and admin powers over any and all forums here without having it be subjected to a parliamentary vote. Also, I would support this bill if it included admin powers for the National Intelligence Director.

This bill is a direct threat to the prerogartives and powers of the Emperor, and it is impractical to have an up-and-down vote for every single mod request or admin power grant. The Emperor is granted executive power in the Constitution for a reason.

Just going to make a few remarks:

To begin with, I understand the Speaker's concern regarding the National Intelligence Director, and I can tell you that he could be given Admin powers under article 3 of this bill.

Now, more important, the Speaker has convinced me, it would be
impractial to hold a vote on every single modship application. And he is right about the Emperor's exceutive powers, and that this bill as it is would limit his prerogatives.

Therefore, I have changed my position regarding this bill as it is.

The bill include no provisions for moderators.

So what ammendments do people wish to see?

The Director of the NIA I would support, however I feel Parliament should have the ability to appoint/ratify Admininstarators. The Emperor can alwas Veto these.

Esteemed and Honorable delegates -
I do agree with my colleage, the delegate from Rio Grande. It is my belief that there should be a balance in power, and in Alexandria there is such a thing. For years the Emperor has had that power, granting and removing that power is something that should be reserved for the Emperor to decide.
