| Section 1 This act may be cited as the Crimes Against the Empire Act, 2005. Section 2 1. A person who, being a citizen of the Empire, levies war against the Empire, adheres to its enemies, gives them aid or comfort or, knowing that one is going to or is currently doing the previous actions and not informing the government of the same shall be guilty of a crime called Treason. 2. Treason is a Class A Felony. Section 3 1. A person who shall do any act or thing to overthrow the Constitution of the Empire by revolution or sabotage or to overthrow by force or violence the duly established government of the Empire or, knowing that another person is going to or currently is committing the previous acts, does not inform the government of such, shall be guilty of a crime called Treachery. 2. Treachery is a Class A Felony. Section 4 1. Any person who carries out an act to destroy any thing, substance or material that is used, or intended to be used, for the defense of the Empire, or for the maintenance of the internal security and public order therein or, knowing that another person is going to or currently is committing the previous acts, does not inform the government of such, shall be guilty of a crime called Sabotage. 2. Sabotage is a Class B Felony. Section 5 1. Any person who, with the intention of causing violence or creating public disorder or public disturbance, says, writes, prints, utters or publishes any words to bring the Estates-General or any court of law into such contempt that they may not be able to levy the powers necessary to fulfill their tasks; to excite the citizens of the Empire to attempt to procure the alteration, otherwise than by lawful means, of any matter established by law of the Empire; or, knowing that another person is going to or currently is committing the previous acts, does not inform the government of such shall be guilty of a crime called Subversion of the Government of the Empire. 2. Subversion of the Government of the Empire is a Class B or C Felony, depending on the court's opinion of the nature of the offense. Section 6 1. Any person who, with an intent prejudicial to the safety or defense of the Empire gives up any classified information to a foreign power or anyone not having a classification to view such information shall be guilty of a crime called Espionage. 2. Espionage is a Class A Felony. Section 7 1. Any person who, being a citizen of the Empire, during a time of declared war, says or does anything to undermine the war effort shall be guilty of a crime called Sedition. 2. Sedition is a Class D Felony. Section 8 1. This act shall enter into effect on the day it receives Imperial Assent. |

| Article VII [Expression] (1) No one shall require prior permission to publish thoughts or opinions through the press, without prejudice to the responsibility of every person under the law. (2) Rules concerning radio and television shall be laid down by Act of the Estates-General and Imperial Decree. There shall be no prior supervision of the content of a radio or television broadcast. (3) No one shall be required to submit thoughts or opinions for prior approval in order to disseminate them by means other than those mentioned in the preceding paragraphs, without prejudice to the responsibility of every person under the law. The holding of performances open to young persons may be regulated by Act of the Estates-General in order to protect good morals. (4) The preceding paragraphs do not apply to commercial advertising. Article VIII [Association] The right of association shall be recognized. This right may be restricted by Act of the Estates-General or Imperial Decree in the interest of public order. Article IX [Assembly] (1) The right of assembly and demonstration shall be recognized, without prejudice to the responsibility of everyone under the law. (2) Rules to protect health, in the interest of traffic and to combat or prevent disorders may be laid down by Act of the Estates-General or Imperial Decree. |
