His direct superior shall be the civilian Minister of Defense, and he shall follow all commands of the Emperor and the Minister of Defense.

Section 6
Within the Executive Cabinet there shall be a National Security Council presided by the the Prime Minister. The function of the Council shall be to advice the Emperor with respect to the integration of domestic, foreign and military policies relating to national security as to enable the military services and other departments and agencies of the Government to cooperate more effectively in matters involving national security. In addition to performing such other functions as the Prime Minister may direct, for the purpose of more effectively coordinating the policies and functions of the departments and agencies of the Government relating to the national security, it shall, subject to the direction of the Prime Minister, be the duty of the Council to assess and appraise the objectives, commitments, and risks of Alexandria in relation to our actual and potential military power, in the interest of national security, for the purpose of making recommendations to the Emperor in connection therewith; and to consider policies on matters of common interest to the departments and agencies of the Government concerned with the national security, and to make recommendations to the Emperor in connection therewith.

Jacques Gordon - May 27, 2005 03:46 PM (GMT)
M. Speaker,

This Act will greatly define the Ministry of Defense and the military powers of the Empire, and enhance the security of the nation. I urge its passage by the Estates-General.

Thank you.

HIH Prince Enrique Portela - May 27, 2005 03:48 PM (GMT)
Indeed, its true Prime Minister Gordon.

Jean Michel Leclerc - May 27, 2005 07:54 PM (GMT)
QUOTE
The Emperor in every possible instance shall consult with the Estates-General before introducing the Grand Imperial Armed Forces into hostilities or into situation where imminent involvement in hostilities is clearly indicated by the circumstances, and after every such introduction shall consult regularly with the Estates-General until Alexandrian Armed Forces are no longer engaged in hostilities or have been removed from such situations.

I think it should say:

QUOTE
The Emperor in every instance shall gain the consult of the Estates-General by two-thirds majority before introducing the Grand Imperial Armed Forces into hostilities or into situation where imminent involvement in hostilities is clearly indicated by the circumstances, and after every such introduction shall consult daily with representitives of the Estates-General until Alexandrian Armed Forces are believed to be no longer needed to engage in hostilities by both the Emperor and the Estates-General.

Josephine Behaurnais - May 27, 2005 10:45 PM (GMT)
On the whole I find it a most acceptable bill, but I have concerns over a few sections;

Section 3
The Emperor of the Alexandrians is the Commander-in-Chief of the Armed Forces.

I would suggest that Prince Enrique is made Colonel-in-Chief of the Armed Forces.

Section 10
There shall be a Special Intelligence Bureau for all internal security matters of the Empire. The Bureau shall be independent of the Central Intelligence Agency and is responsible only to the Emperor.

The powers of this agency must be detailed to ensure it does not invade privacy or act in a disruptive way.

Section 13
All citizens of the Empire shall be members of the Gendarmerie, which may be called into action by the Emperor.

I find this unacceptable. What about those who are unsuited to military service?

Jean Michel Leclerc - May 28, 2005 09:52 AM (GMT)
I am glad to see that royalty has expressed concerns too, i do believe the comments i raised though do need attention; preferably by the bills sponsor.

Emperor Edgard II - May 31, 2005 01:42 PM (GMT)
I am the bills' author, I gave the bill to my brother to propose...

I think Monsieur Leclerc's amendment can be fixed into the bill, I agree with it.

The organization in Section 10 would serve as a agency to protect the Imperial Family and government officials. They would also report to the Emperor any possibilities of foreign/domestic threats to the Emperor.

The objections in Section 13 are noted, and how do you suggest we amend it?

Jean Michel Leclerc - June 1, 2005 09:21 PM (GMT)
Thankyou. I believe that the participation of all members of the Estates-General is necessary - if nothing else than to relieve some pressure off the Emperor.

HIH Prince Enrique Portela - June 3, 2005 11:14 AM (GMT)
Yes, it seems he's doing everything..

Jean Michel Leclerc - June 3, 2005 04:18 PM (GMT)
Indeed. This is what happens when you're in charge of a micronation... not that i'd know!!
