Article One (Title)
1. This amendment shall be known as the Balance of Powers Amendment
Artile Two (Amendment)
1. This bill calls for the amending Part IV, Article 16, Section 2 of the Constitution from:

This is a great start to much needed parliamentary reform (I was hoping someone would get rid of all the appointed seats too).
