The National Education Act

Article 1Name.
This act shall be officially cited as the “National Education Act of 2006”.

Chapter I Alexandrian National University
Article 2 The Empire shall operate the Alexandrian National University as an independent agency.

Article 3 There shall be a University Council. It shall have three members appointed by the Emperor. The Council must not include more than two members of any single political party.

Article 4 The Council shall elect and remove a University President, subject to the approval of the Emperor. The University President is to run the day-to-day operations of the University.

Article 5 The Council is to operate the University as a focal point for the common, intellectual and cultural wealth of our nation and other interested parties in order to generate innovative ideas, educate the population on insightful and diverse topics, and bring to micronationalism the academic and authoritative discussion of important issues.

Article 6 The Council is not subject to direction or review by any organ of state, other than the Imperial Cabinet and the Imperial Parliament. The University President shall represent the University in the Cabinet.

Article 7 The Council must establish a clear, fair, and objective admissions policy based foremost on merit.

Article 8 Members of the faculty and student body must retain absolute academic freedom.

Article 9 The University may attract members of the intermicronational community to attend courses, participate in seminars and panels, and teach at the University.

Article 10 All members of the academic community have a responsibility to fulfill their functions and academic roles with competence, integrity and to the best of their abilities. They should perform their academic functions in accordance with ethical and highest scientific standards.

Chapter II Primary and Secondary Education
Article 11 The central government must establish schools for the provision of primary and secondary education. The distribution, resourcing and operations of these schools must demonstrate a commitment to quality and equality.

Article 12 Other organizations, including non-government organizations, may establish schools, but they must be licensed and scrutinized. The licensing and scrutiny arrangements are established by this legislation.

Article 13 The University of Geneva, with consultation and participation by other post-secondary education institutions, must establish bodies to administer:
(1) Curriculum in central government-run schools;
(2) Licensing and scrutiny of primary and secondary schools that are not run by the central government;
(3) Procedures for admission to post-secondary education.

Article 14 The University of Geneva, with consultation and participation from other post-secondary education institutions, may set up or fund any other body or activity that facilitates primary and secondary education.

Article 15 There is no requirement, for the purposes of the Alexandrian simulation, to produce actual documents or set up actual bodies relating to primary and secondary education.

Article 16 The licensing and scrutiny of schools may involve any aspect of the school's delivery of service, including admissions, curriculum and staff selection.

Article 17 The procedures for post-secondary entrance as established under this legislation may require the central government to fund and operate assessment activities.

Article 18 The education of the child must be direct to:
(1) The development of the child's personality, talents and mental and physical abilities to their fullest potential;
(2) The development of respect for and awareness of the fundamental rights of the people, respect and reverence for the monarchy and the principles enshrined in the Constitution of the Empire;
(3) The development of respect for the child's parents, his or her cultural identity, language and values, for the national values of both Alexandria and the country in which the child is living, the country from which he or she may originate, and for civilizations different from his or her own;
(4) The preparation of the child for responsible life in a free society, in the spirit of understanding, peace, tolerance, equality of sexes, and friendship among all peoples, ethnic, national and religious groups and persons of indigenous origin;
(5) The development of respect for the natural environment.

Chapter III Franciscania Military Academy
Article 19 In order to assure an efficient and well-educated officer corps for the Imperial Armed Forces, the Franciscania Military Academy is established.

Article 20 The activities of the Franciscania Military Academy shall be directed to educating its students in:
(1) Tactics, strategy and logistics in relation to activating, moving and deploying units of soldiers;
(2) The national values and principles of Alexandria as well as the general principles of respect for law and order;
(3) Other matters related to the functions and limitations of the Army.

Article 21 A Commandant appointed by the Emperor on advice of the Minister of Defense shall have complete control over the administration of the Franciscania Military Academy.

Chapter IV National Museum
Article 23 Alexandria shall have a national museum in Geneva.

Article 24 The National Museum shall be run jointly by the Interior Minister and by a museum curator appointed by the Emperor. A quarterly maintenance request shall be submitted to the Imperial Parliament by the Interior Minister as well as any additional funds requests.

Article 25 The National Museum shall have the power to charge a nominal fee for services rendered which shall be set by the museum curator with the permission of the Interior Minister.

Chapter V Final
Article 26 This Act shall become law once it receives Imperial Assent.

I like the Military Academy thing...

So do we have two universities, the university of geneva, and the Alexandrian national university...? because this bill only creates one, and then talks of another one

i am sorry, this bill was drafted and introduced before the UofG, and I amended it while it was in the hopper but I never finished.

I propose to strike the entire Chapter 1 from this act, since the U-G is already working and we should focus on makingg it work since it;s inactive
