Article I - Name.
1.) This act shall be cited as the “Territorial Entities Act”.

Article II - Territorial entities.
1.) The territorial entities of the Empire are the provinces, principalities, overseas territories, and viceroyalties. Any other territorial entities shall be created by legislation or Imperial Decree, countersigned by the Prime Minister.
2.) These entities shall freely govern themselves either through democratic means or by appointment of His Imperial Majesty.
3.) In the overseas territories, the Imperial Governor shall be responsible for the national interests, administrative supervision and law enforcement. The Governor will be appointed by the Prime Minister and serves under the Prime Minister’s pleasure. If the overseas territory has more than three residents, it can file a letter of intent before the Imperial Parliament to form a territory government. The Governor will then have to step down to allow for the territory to elect a Governor.
4.) In the viceroyalties, the Viceroy shall be responsible for the national interests, administrative supervision and law enforcement. The Viceroy is appointed by the Emperor on advice of the Prime Minister. If a viceroyalty has more than three residents, it can petition the Imperial Parliament to designate it as an overseas territory.
5.) Measures of adjustment required by the particular circumstances of the overseas departments and viceroyalties may be taken with regard to their legislative system and administrative organization.
6.) Overseas Territories and Viceroyalties may file a petition for province status to the Imperial Parliament.
7.) Overseas Territories and Viceroyalties will be allowed to choose a representative to the Imperial Parliament as stated in the Constitution. However, representatives from overseas territories and viceroyalties shall have a voice but no vote in Parliament.

Article III - Regions organized.
1.) The region of Santa Gertrudis is hereby organized into the  Principality of Corcovado. His Excellency Augusto de Asunción y Benavides shall receive Letters Patent as Prince of Corcovado. Its capital shall be the city of Corcovado.
2.) Castor Island is hereby renamed to St.-Denis Island and is hereby annexed to the territory of the province of Baudrix.
3.) The region of Anglien given to Alexandria by Cranda through the Emperor’s title of Duke of Anglien shall be organized as a Viceroyalty. The agreements made in the Upper Crandish Rickstaii regarding the Dukedom of Anglien stand as law in Alexandria.
4.) The San Martin island currently composed by the Provinces of Puerto Nuevo and Asunción, shall be reorganized to the Principality of San Martin, His Highness Enrique shall receive Letters Patent as Prince of San Martin.

Article IV - Imperial Assent.
1.) This act shall become law once it has received Imperial Assent.

About Article III, Clause 4 - that is unconstitutional. The legislature of the said provinces MUST approve of this. Since these provinces do not have a legislature, I suggest we make a provision for a referendum in both provinces to be held.

Indeed it must be voted on. Perhaps somthing such as "pending a referendum returning a "OUI" Vote in both provences"?

Any I believe there will be no need to merge provinces for the purposes of parliament as I, as I have previously stated, am working on a bill to over haul the system to ensure more actual voating for MP's

I have offered an amendment - I suggest we strike the fourth clause. The whole provincial reorganization deal with Asuncion and Puerto Nuevo should be dealt with in a separate bill which I will draft and propose ASAP.

The Provincial Reform Act already deals with a provincial reorganization in a much detailed level, and it even helps to set up provincial governments so that it closely resembles Napoleonic France
