| Provincial Powers Act Article 1. – Name. 1. This act shall be officially cited as the “Provincial Powers Act of 2006”. Article 2. – Obligations of the provinces. 2. Each province of the Empire of the Alexandrians is bound: a. To organize its government agreeably to the Constitution of the Empire; b. To execute, through their executive bodies, their constitutions and laws; c. To cause the Constitution and national laws to be observed, as well as all treaties made or to be made with foreign powers; d. To protect its inhabitants in the enjoyment of the liberty of writing, printing and publishing their political ideas, without license, or previous revision or approbation, causing however the laws relative to this matter to be duly observed. e. To surrender criminals to the governments of other provinces claiming them; f. To contribute to the extinguishment of the debts acknowledged by the Imperial Parliament; g. To send annually to the Imperial Parliament a circumstantial account of the receipts and expenditures of the treasuries in their respective provinces, with the origin of each, the state of agriculture, commerce and manufactures, of the new modes of industry which might be usefully introduced and protected, as well as the population and the means of protecting and augmenting the same; h. To forward to the Imperial Parliament a copy of their constitutions and laws. Article 3. – Restrictions of the powers of provinces. 3. No province can: i. Establish tonnage duties nor ports of entry without the consent of the Imperial Parliament; j. Impose duties on imports and exports without the consent of Congress; k. Have standing armed forces other than the militia; l. Engage in transactions or declare war with foreign powers, resisting them however in case of actual invasion, of which immediate notice is given to the Imperial Parliament and to the Emperor; m. Enter upon any transaction with other provinces of the Empire, without consent of the Imperial Parliament, or its subsequent approval if it has reference to boundaries; n. Enter into any treaty, alliance and/or confederation; o. Grant letters of marque and reprisal; p. Coin money; q. Pass nay bill of attainder, or ex-post facto law, or law impairing the obligation of contracts; r. Grant any title of nobility. Article 4. – Imperial Assent and amendments. 4. This act shall officially become law once it has received Imperial Assent from the Emperor. 5. Amendments to this act must have Imperial Assent. Any amendments on this act must also receive the support of the governments of at least two Alexandrian provinces through “statements of support” to be presented to the Imperial Parliament. |
