The Citizenship Reform Act

Article 1 – Name.
1. This act shall be officially cited as the “Citizenship Reform Act of 2006”.

Article 2 – Limits placed on micronational citizenships an Alexandrian can hold.
2. A citizen of the Empire of the Alexandrians cannot hold more than three micronational citizenships, not counting Alexandrian citizenship.
3. Nobles in the Noblesse de Chancellerie are allowed to hold no more than two micronational citizenships, not counting Alexandrian citizenship.
4. Members of the Imperial House of Portela are exempt from this citizenship limit.
5. A citizen of the Empire of the Alexandrians is allowed to receive honorary citizenship in other micronations. These are not subject to the citizenship limit.

Article 3 – Citizenship test.
6. All persons requesting to receive Alexandrian citizenship must take a brief citizenship test of no more than 10 questions. This test shall be drafted jointly by the Ministry of Interior and the Emperor of Alexandria. The test should cover basic Alexandrian history, civics and politics. The test should never have biased questions or questions whose answers are based on opinions.
7. Candidates who pass the test with at least a 60% may receive Alexandrian citizenship. If the score is lower than that, the applicant may request to retake it.
8. Resources such as, but not limited to, study guides or lessons shall always be made available to applicants.
9. The Ministry of Interior, by orders of the Emperor or the Prime Minister, may waive the citizenship test requirement temporarily.
10. The Emperor is hereby required to issue “recognition of citizenship” certificates. These shall be kept in the Imperial Gazette and cannot be issued a week after the approval of citizenship.

Article 4 – Imperial Assent.
11. This act shall become law once it receives Imperial Assent.

I'm sorry, but I have a major problem with this bill. Why must we limit who and what we do outside of Alexandria? Is that a personal choice of the person and not of the state? As for Citizens tests, why would you wish to limit those who want to join the Empire? Honestly? How many here actually know everything about the history and civics of Alexandria, let alone asking a new interested citizen to explain it.

This is an unwise bill.

Agreed Mssr. Jackson,

I do not know anthoing at all about the Fictional History of Alexandria, exept from at one time it was a republic but I read that on the Did you know? on Alexwiki. I for one woul dnot have became a citizen if i needed to pass a test

I actually think that besides the Citizenship test (that should be stricken out) the rest should be implemented.
