I propose this to be the act that regulates the possition of Speaker of the Imperial Parliament, regardless who we elect to fullfill it.
I hope this act is of your liking and that with this we will be one step forward in the making of this Parliament an active one.

Speaker Act 2006
I. This Act shall be known as the Speaker Act 2006
II. The members of the Imperial Parliament will elect a Speaker from among themselves according to the Constitution.
III. The Speaker will be in charge of organizing the Imperial Parliament's Agenda. 1. The Speaker will receive all bills and acts, and he will introduce them to debate on the floor according to the date of submittance. 2. The Speaker holds the power to open the time for debate and vote. 3. The Speaker will announce to the people of the Empire when a bill or act has been voted into Law, and he will publish the contens of the said Law in the Library of the Imperial Parliament.
IV. The Speaker will also fullfill his duties as the elected representative he is. He will cast a normal vote along with the other members when a votation is on.
V. The Speaker has no extra powers or responsabilities other than the above mentioned. He will not use his possition of Speaker to try to move the votations one way or the other, he will only stick to organizing the Agenda as specified.
VI. If a Speaker proves to be unable to handle the possition or isn't active enough to cope with the job, a vote proposed and held by the other members of the Imperial Parliament may be conducted to dismiss him from the office. This vote, however, is not intended to make him leave the House altogether.
VII. This act shall take effect on the day it receives Imperial Assent. |

I second the Speaker Act. I do believe we need more order and structure within Parliament.
My fellow MPs, is there I was considering if we should add an admendment. That all debate and voting must be open and timely. That they should be open for a specific time period? Perhaps three days? So that people have sufficient time to way in without worrying about it being closed before they can respond?

I have to say that I agree with Mr. Jackson, but I had thought of putting all these things into a separate act concerning the inner workings of the parliament. It is my belief that once the issue of the Speakership is voted on, it will be easier to handle the hussle of the standing orders of Parliament.

I support this act. One little suggestion: instead of using "he" when referring to the speaker, I would use "he or she".

Of course, we are not discriminating against anyone. Some people, including myself, slip into he instead of a more gender neutral tone to which I apologise. Of course, this Act includes both He and She.
Considering the current situation, perhaps we should add another admendment? That the previous Speaker continues to run the Parliament until a new one is elected? We will always need someone to organise the Parliament and keep it going.

I agree with the amend proposed by Mr Jackson.
And I want to say that with HE, I didn't mean male, the thing is that in my mothertongue -Spanish- we use HE to refer to both male and female when speaking in general terms. Therefore I don't see why we couldn't use the form He or She. However, I am not so convinced of the form they as it leaves a loophole where people could advocate to have more than one Speaker.
On a spearate matter, I urge all members of Parliament to decide on this issue quickly so that we can get to work on the more important issues concerning our beloved Empire.

Actually milord I was thinking that we should see if this Act gets the approval for the possition of Speaker be trully transparent to those who might fill it. It would be an unpleasant surprise for either Mr Jackson or me to see that for instance the Speaker is not allowed to have a regular and simple vote like the other MPs as was the idea of some of the members of the 1st Parliament. I believe that there is no point in having someone elected by the people loose their right to vote just because they fullfill the possition of Speaker.
For this reason I move to have this Act voted on before we have a Speaker elected, and then when we elect a Speaker we can move to the most important, the Standing Order of the Parliament, because without them no Parliament can work. And after we have fullfilled these things we can plunge into the waters of lawmaking in the best interest of the Empire.
So my proposed Official Action is the following:
1. Votation of the Speaker Act 2006.
2. Election of the Speaker.
3. Debate and votation of the Standing Orders of Parliament.
4. General Lawmaking in the best interest of the Empire.
This Official Course of Action to be taken that I propose may very well be not accepted if the majority thinks that I am wrong. But for the reason that I have explained above I belive that this would be the best way to garantee that we work as a fair, steady and active Parliament.

Just a small comment that I forgot to put on my previous post, but that now that I realise about it I believe that it deserves a different post.
This proposed Act already has five the approval of everybody i the House except for the Prime Minister of the Empire that has not expressed his view on the matter.
It has the support of: me (of course), Lord Leclerc, Mr. Jackson, Mr. Ruiz and Mr. Peterson. So we may as well put it to a vote, close the issue and get moving with the other steps.

In the end no ammendments were introduced to this bill, because the duration of the debate and voting period is specified in the Parliamentary Procedure Reform Act.
