I am sorry to post this here, but as the people of the province of Asunción disagree with the bill proposed by their representative we have chosen to present here our own proposal. And since the Speaker is the figure involved in the discussion we cannot put it before him.

The New Speaker Act.
ART. 1 The members of Parliament will choose a person to hold the possitiopn of Speaker of the Imperial Parliament as said in the Imperial Constitution.
ART. 2 The Speaker of the Imeprial Parliament will continue being a regular MP, but in addition to the rights and responsabilities that the possition of MP holds he will have administrative duties within the Imperial Parliament. The Speaker will be in charge of the maintenance of the forums of the Imperial Parliament. Bills will be presented to him, and he shall say how long debates and votes will last, and he will announce when laws are passed and publish them.
ART. 3 The Speaker other than his MP duties and his administrative duties will have no other special powers. His vote counts as that of a regular MP, and he may not cast deciding votes. |

Have considered it but a clause for the removal of the speakers powers from the MP in question.

There should be a procedure for the expulsion of a speaker if he/she doesn't have the confidence of the house.

Now... you need to ask yourselves would this vote of non-confidence be to make the Speaker leave the office of Speaker and be a regular MP, or leave Parliament alltogether.. I would suggest that the vote of non-confidence be to make the speaker leave the said possition but remain in Parliament as a normal MP.

What we need to ask ourselves is, why is a Cardinal wandering into this Parliament ordering MPs to make decisions.
