Territorial Entities Act

QUOTE
Article I
1.) This act shall be cited as the “Territorial Entities Act”.

Article II
1.) The territorial entities of the Empire are the provinces, overseas territories, and viceroyalties. Any other territorial entities shall be created by legislation or Imperial Decree, countersigned by the Prime Minister.
2.) These entities shall freely govern themselves through democratic means.
3.) In the overseas territories, the Governor shall be responsible for the national interests, administrative supervision and law enforcement. The Governor will be appointed by the Prime Minister and serves under the Prime Minister’s pleasure. If the overseas territory has more than three residents, it can file a letter of intent before the Imperial Parliament to form a territory government. The Governor will then have to step down to allow for the territory to elect a Governor.
4.) In the viceroyalties, the Viceroy shall be responsible for the national interests, administrative supervision and law enforcement. The Viceroy is appointed by the Emperor on advice of the Prime Minister. If a viceroyalty has more than three residents, it can petition the Imperial Parliament to designate it as a overseas territory.
5.) Measures of adjustment required by the particular circumstances of the overseas departments and viceroyalties may be taken with regard to their legislative system and administrative organization.
6.) Overseas Territories and Viceroyalties may file a petition for province status to the Imperial Parliament.
7.) Overseas Territories and Viceroyalties will be allowed to choose a representative to the Imperial Parliament as stated in the Constitution. However, representatives from overseas territories and viceroyalties shall have a voice but no vote in Parliament.

Article III
1.) The region of Santa Gertrudis is hereby organized into an Overseas Territory. Augusto Benavides will serve as its First Governor. The Imperial Parliament now founds the city of Rocroi as its official capital and seat of provincial government.
2.) Castor Island is hereby renamed to St.-Denis Island and is hereby organized into the St. Denis Overseas Territory. His Imperial Majesty, the Emperor, shall serve as its first Governor. The Imperial Parliament now founds the city of Auxilio as its official capital and seat of provincial government.
3.) Any territory obtained from military action in the Union of Ortania shall be organized into the Viceroyalty of New Puerto Rico.

Article IV
1.) This act shall become law once it has received Imperial Assent.

Mr. Poiters,
Meaning no disrespect to your wonderful proposal, may I post some friendly suggestions:

-Can we keep the city of Corcovado (where the Naval Base Station is ) as the Capital of Santa Gertrudis, I would really appreciate this.

-Is there a chance we can use Imperial Colony instead of Overseas Territory, it does look and sound better to say "I am from the Imperial Colony of Santa Gertrudis" rather than the "Overseas Territory of Santa Gertrudis", but then this is not priority.

-I have no objection on the name of Castor Island, actually it does sounds great as St. Denis, but can we keep Gera as it's capital?

-Last request, when His Catholic Majesty and myself signed the Treaty of Loredo, we agreed on my appointment as "Perpetual Governor of Santa Gertrudis", can we honor this agreement?

Cranda has given us Anglien. I suggest that we make Anglien an overseas territory as well. I will leave it up to you, Prime Minister, to choose the Governor.

Please excuse me for being out of order, I have a question your majesty, will this addition require a constitutional ammendment and a new member of parliament?

I don't think so. The Constitution already says that all territorial entities have to have a seat in Parliament...

my government wishes to reorganize the Empire - I wish for the bill to remain as is, and we have honored the treaty commitment by making you Santa Gertrudis' first governor.the empire is in main essence french, more than spanish and i would like the overseas territories to reflect this fact.

Prime Minister,

I admire your efforts for reorganizing the administration of the Empire, and I am well aware I have no authority to stop you.

Nevertheless, in the most humble way, I ask you to keep the name of Corcovcado and keep the spanish-essence of Santa Gertrudis, do whatever changes you wish in the other former states, I won't interfere.
