| Federalism Act Article 1. 1.) This act shall be officially cited as the Federalism Act of 2005. Article 2. 1.) Each province with two or more residents may form an official provincial government. 2.) Each province must file a letter of intent to the Imperial Parliament announcing that they intend to form a provincial government before the government actually starts working. This letter of intent must include the signatures of at least two of the citizens of the province. If a Member of Parliament motions so, these letters of intent may be subject to a vote. 3.) Such provincial governments must be subject to: a. Regular, fair and free elections; b. Permit all residents of the province to participate in it; c. Coexist with an independent judiciary, or the jurisdiction of the High Court of the Empire. Article 3. 1.) This act shall become law once it receives Imperial Assent. |
