1. The speaker must be addressed, therefore the words "Mr. Speaker" must be stated in a speech, usually at the begginning. Direct debate is not allowed, it all goes through the speaker.

2. Each topic must start with one of the following:

"Debate:" - To debate a topic, no vote shall be held on it
"Motion:" - To debate a topic, a vote shall be on it
"Bill:" - A new law, it shall be debated and voted on
"Statement:" - To make a speech to parliament, debate may occur but no vote shall be held
"Vote:" - To vote on a matter, no debate shall be held

3. You must treat everyone with respect and dignity, the speaker reserves the right to suspend a member if they are out of order.
