The Emergency Act

On behalf of the people, I propose this bill;

QUOTE


The Emergency Act

To protect the Empire and it's people in times of national emergency;

1. In addition to the procedure prescribed by the constitution , there may be times when a national state of emergency require the laws of the Empire may also be enacted by the government of the Empire;

2. Laws enacted by the government of the Empire may deviate from the constitution as long as they do not affect the institutions of the Imperial Parliament. The rights of the Emperor remain undisturbed;

3. Laws enacted by the government of the Empire shall be issued by the Prime Minister and announced by the Emperor. They shall take immediate effect upon their announcement;

4.The government of the Empire shall issue the regulations required for the execution of treaties with nations in times of national emergency. These treaties shall not require the approval of the bodies concerned with legislation

5. This Act will become law upon recieving assent from the Emperor

It is my belief that the people of this nation have elected a Government. They have elected their Prime Minister and have put a trust in him, that he will execute decisions for the good of the people and the Empire. In times of National Emergency, drastic decisions may have to be taken. Urgency may be the key. I believe that in such a time, it would be wrong and it would be damaging for every decision the Government takes to come before this parliament. Therefore, I urge all members of this Parliament to support this bill. To give the Prime Minister the power to make the decisions he was elected to do so, in times of National Emergency.

In light of the fact that military actions may be sought in the current Shireroth/Antica business, I would like to push this through to a vote as quickly as possible.

I am in agreement. Am growing tired of this. This is the place for debate. Because a handful of ministers can't show up for work on time I beleive that the rest of the country and the National Assembly shouldn't have to wait!
