I am hereby advising the parliament on behalf of His Majesty that the province of Rio Grande must be added to the constitution before a member of parliament from there may sit in this house. Does any member propose to ammend the constitution in favour of the resolution?

M. Speaker,

I am in full favor of admitting Rio Grande into the Parliament. However, per Section 14-2 of the Constitution, ‘The Parliament shall consist of one Member from each Territorial Division of the Empire of the Alexandrians…’Under the Treaty of Loredo, is not Rio Grande admitted as a Territorial Division of the Empire? Even Your Honor mentions the ‘Province’ of Rio Grande. I wonder only if an amendment is necessary.

If it is, of course, I apologize, and will gladly propose an amendment.

Here is a proposal for you guys to consider. I thought we could add in a part on how to admit new provinces into Alexandria for the future.

Article 1.
1.) This act shall be cited as the “Rio Grande Amendment”.

Article 2.
1.) Article 2, Section 2 of the Constitution shall be amended as follows: “The Empire of the Alexandrians is composed of five provincial departments: Asuncion, Puerto Nuevo, Rio Grande, Valenciennes and Baudrix. New provinces may be admitted by the Imperial Parliament into the Empire; but no new province shall be formed or erected within the jurisdiction of another one; nor any province be formed by the junction of two or more provinces, or parts of provinces, without the consent of the legislatures of the provinces concerned as well as of the Imperial Parliament.”
2.) Article 30 of the Constitution shall be amended as follows: “The Provinces of Alexandria are allowed to create their own governmental bodies and regulations, as long as they pledge their service to this Constitution and do not contradict any law that may be put forward by the Imperial Parliament of the Empire of the Alexandrians.”

Article 3.
1.) This constitutional amendment shall become official as stipulated in Article 38 of the Constitution.
