Title: Proposal: Official Secrets Act

Jacques de Beaufort - November 22, 2005 07:16 PM (GMT)
I have had this proposal for some time now, and i thought that it was about time that i presented it to parliament. The purpose of this act is to keep national secrets SECRET, exactly, that is so that noone from other nations can have a peek at our national defence secrets. What say you?
Sincerely,

QUOTE
The Official Secrets Act

1. Parliament may approve secret laws.

2. Laws will be secret only in the case that they concern a matter of national security or defense.

3. Secret laws will be discussed in a special forum. This forum will only be visible to the following people:
„± The Emperor and other members of the Imperial Family.
„± The Prime Minister.
„± The member of the Prime Minister¡¦s Cabinet.
„± The members of Parliament.
This does not mean that all mentioned above can vote on the bill, just the parliamentary ministers can vote, but the others can watch, as they are part of the highest level of our government.

4. This Act will also be kept secret if approved by Parliament. The people mentioned above will be notified of this Act by Personal Message in the Alexandrian Message Boards.

5. Every person above mentioned is subject to expulsion from the country if he gave secret information away to any other of the above mentioned. They must keep the secrecy even after leaving office.

Opposed, we should be able to hold an open relationship and decide what we show to the world on a case by case basis.

I yield.

Russell duBois - November 23, 2005 06:28 AM (GMT)
I actually agree with the comments of Mr. Paterson.

Another flaw I find with this bill is that is far from complete. A law giving Parliament or Executive the power to determine the secrecy of a certain law requires alot more provisions and regulations than what is being proposed.

This bill, in specific language, proposes 'secret laws'. These are hard to enforce, as the public would not know that had commited crime in accordance to or offence against *Secret* Act. Then we find people being prosecuted for crimes we can not identify to them. Ludicrous!

I believe the law we're looking for here is an act roughbly based around Official Information Secrecy and Release.

Absolutely not, I am sorry that i didn't explain myself better when i proposed the present bill. This bill does is not porposed so that laws can be made regulating citizens lives, this is only so that we can create agencies or government bodies without the showing the world about them. And, it would be only in the interest of defending Alexandria from alien countries, that is all.
And, if you think it is far too incomplete, well this is why we present the bills to parliament in the first place, so that we can discuss them. You are more than welcome to say what parts of the bill you think incomplete, and propose the parts you would like to add.

Sincerely,

In times where the Parliament needs to deliberate in secrecy, it needs to be approved by a supermajority anyway, for it requires quite one large secret to bring down the integrity of an online Micronation.

I beg your pardon? I am not sure i fully understand you Minister DuBois...

Time for debate is over, moving from questions and comments forward to a vote. I ask all members to state their position as, "Aye" or "Nay". In the event of a tie I shall cast the deciding vote, otherwise let the vote begin.
