I would like to make a motion to add a minister from the province of Rio Grande to our Parliament.
Who supports this motion?

That would require the establishment of another Province. That would only viable if we knew how many people resided there.

I oppose, because the addition of a province has not been ammended in the constitution.

We have not passed a contituion yet, and in every normarl country all international treaties are given constitutional level, meaning that no law may rule disregarding those treaties.
So as our unfinished constitution says, international treaties must be ratified by the Imperial Parliament, the i suggest that we do ratify it and give it constitutional level (this means it is added as an annex to the constitution as an appendix), and in this case, it would mean that rio Grande is now bound to the constitution we pass in this halls.

Fellow Parliamentary Minister,
I strongly suggest that this matter is taken into full consideration. After all, since the Treaty was signed Rio Grande has become a province of our Great Empire, and therefore someone should represent it in this body.
I strongly suggest that we add one more Parliamentary Minister representing the Province of Rio Grande.

Exactly, and we must modify the Constitution saying that there will be one more member in the Parliament. So now we will be six, which is an even number so I suggest that when a tied is reached in a vote, then...two options:
1. It goes to debate again
2. We present the issue to the Emperor and he decides on the outcome of the bill.
