Title: Imperial Parliament Act
Description: by Cardinal-Minister Jacques de Beaufort

Jacques de Beaufort - October 31, 2005 07:34 PM (GMT)
Fellow Ministers of Parliament,

As the Emperor asked for, I am suggesting a bill for the Imperial Parliament's internal workings.

QUOTE
Imperial Parliament Act

1. The Parliament will meet in the capital city of the Empire of the Alexandrians.

2. The Parliament consists of five members: four provincial representatives and the Prime Minister of the Empire.

3. The Ministers of Parliament will choose a Speaker from among themselves. The Prime Minister cannot be the Speaker of the Imperial Parliament.

4. The Speaker will be in charge of introducing bills into the debate chamber. Therefore, all bills must be handed to him in the first place.

5. The Parliaments Agenda will follow these guidelines:
- First: a bill is presented to the Speaker.
- Second: The Speaker introduces it to the Chamber. From this moment there is a period of five weekdays before the bill goes to vote. Polls will be open for three days only. The voting options will be: FOR, AGAINST, AMEND NEEDED, ABSTAIN.
- Third:
a.) In the case it is approved, it will be presented to Alexandrian public.
b.) In the case it is vetoed, a secondary debate period of another five weekdays and another vote will take place.
c.) In the case an amend is suggested there will be a two day period to present the amendments proposed, which will be followed by the already explained debate and vote periods.

6. The Speaker will decide which bills to introduce and at what time.

7. There cannot be more than three bills in debate or vote at the same time.

I hope it is of your liking.

Sincerely,

Jacques Gordon - November 2, 2005 11:04 PM (GMT)
Your Eminence,

When this states, "In the case it is vetoed", by who do you mean?

In regard to voting options, why should amendments to bills not be presented during debate, instead of possibly prolonging voting unnecessarily?

Thank you,
I yield.

Mr. Gordon,

I understand what you say, I just thought that it would be good to have a vote on the original proposal, if you think this is a waist of time, i not at all against rearranging this part. And when i say: "in the case it is vetoed" i meant in the case that the AGAINST votes win.
This is the law that will regulate how we make laws, so we might as well do it the most practical way possible, if that turns out to be what you suggested i dont see why not.

Sincerely

Russell duBois - November 3, 2005 03:46 AM (GMT)
Good day to my fellow Members,

I would propose a rewording to make the Proposition at hand more comprehensive. Just makes the legality of the words more specific to their subject matter and eliminates as much confusion as could be possibly caused.

I propose such an amendment if it is found to be friendly to author of the Bill.

I yield the floor to the next speaker,

Claude Peterson - November 3, 2005 08:40 AM (GMT)
Mr. Speaker,

I will be supporting this legislation.

Jacques de Beaufort - November 3, 2005 03:59 PM (GMT)
Mr DuBois,

I am ok with such an amendment. If you would like to propose any change in particular, we could make it more practical.

Sincerely,

Matthieu Poiters - November 3, 2005 10:11 PM (GMT)
that has to be done.

Fellow Parliamentary Ministers,
I have amended this bill to see if it now suits your request for amendments. I suggest that if everybody is in agreeance with this bill that we put it foward to vote, since it's been 10 days since it was first introduced.
Sincerely,
