Our Imperial Parliament Members,

We, Edgard the Second, by the Grace of God Emperor of the Alexandrians, present Ourselves here on this 31st day of October of the Year of Our Lord Two Thousand Five to formally open the Imperial Parliament and to outline the priorities of Our Government for the coming term.

It is Our great joy to come before you today on this historic occasion to open the first elected Parliament of the New Alexandria. At the outset, We had longed for the day when We might see the mechanisms of representative democracy installed within Our government. Today We look with enormous satisfaction upon this body, elected by the people to work in concert with the Crown for the creation and maintenance of a nation built upon the principles of freedom, justice and honor.

We are confident that this, the people’s representative body, will employ all its efforts toward maintaining and perfecting Our parliamentary monarchy.

As we look with pride upon our achievements as a community and as a nation, we know fully that there is much more work ahead of us, for in Alexandria, like in any nation, the work can never be finished. Let us today commit ourselves anew to the building of a new, better, stronger Alexandria, each bringing our contributions to the project in one united effort. The great work of the creation of the New Alexandria continues.

To this end, it shall be amongst the priorities of Our Government to draft a new Constitution and to fully develop Our yet incomplete system of justice, recruiting talented individuals to serve the Crown as judges and prosecutors. A well-developed judicial power is necessary to the preservation of the rule of law within Our realm.

Government should work proactively to expand our society through an aggressive outreach, attempting to draw new citizens into Our realm and to develop ideas which will increase their desire to be active participants within our common society.

All of these priorities, as well as many others, Our Government shall embrace, and therefore shall We embrace them. It is Our sincere desire to cooperate in every way possible with Our Government to ward the achievement of every objective presented for the benefit of all Alexandrians and the growth of Our realm.

At the inception of this New Alexandria, and until the proclamation of the Constitution, the people of Alexandria did not enjoy the blessings of a democratically elected government. Rather, all justice and law emanated directly from Our person and was dispensed through Our hands. We have seen fit to share a great deal of Our authority with individuals selected by Our subjects to represent them in the Parliament and to administer the affairs of the nation on their behalf in Our Government. Yet the Crown, too, has its own constitutionally enshrined prerogatives and over this, Our realm, We remain Sovereign. Government, then, in a constitutional parliamentary monarchy, is a partnership between the Sovereign, the people and their elected representatives. It should never be said that the Parliament more than the Crown represents the people, neither vice-versa. Both Crown and Parliament work hand-in-hand for the people’s welfare.

We now urge the members of this first Parliament to dedicate as much time as they may deem necessary in preparing a system of rules by which this splendid body of popular representatives may govern itself and manage the legislative task. Before any formal legislation, this first and necessary step should be embraced and prioritized. In this way, the smooth and effective movement of the people’s business shall be assured in the future. Furthermore, first among the priorities of the Parliament, after the rules of procedure shall have been decided, shall be the choice of Our new Prime Minister. I urge the members of this body to consider a Constitutional draft after installing the rules of the body. Our nation needs a Constitution to properly function.

We impart to all Our loving subjects gathered today in this chamber Our sincere sentiments of thanks and congratulations as We extend to this body Our sure hand of friendship, partnership and cooperation.

May the blessing of Almighty God be upon the Parliament and upon Alexandria, now and always.

Bonjour, citoyens of Alexandria. Today is a glorious day for our Empire. We have recently elected our Parliament and we are more than ready to commence with our new government. The Emperor has been very anxious for this day to come; it is the day that our Parliament begins. The Empire of the Alexandrians, is a great and young Empire with the needs of expansion, through Parliament we can do this. I would like to formally give thanks to all my wonderful Ministers that are working as we speak. This Government will continue to pursue economic policies, which entrench stability and promote long-term growth and prosperity this new Government will continue to secure low inflation and sound public finances. This new Government will build on its programme of reform and accelerate modernization of the public services to promote opportunity and fairness.
The new Government will bring forward legislation in the key areas of public service delivery: education; health; welfare; and crime. Education remains this new Government's main priority, no child left behind act, will be introduced (much like the US’s.) The new Government will further reform the education system to improve quality and choice in the provision of schooling, and build on the progress already made to improve educational standards for all. The new Government is committed to creating safe and secure communities, and fostering a culture of respect.

The new Government will work to develop our Armed Forces; we will not leave our Armed Forces behind. This new Government or His Majesty’s Government will be stronger than ever and will be democratic.

With all this said, I pray that the blessing of Almighty God to help our Parliament, Thank you all, and God Bless the Emperor.

Ladies and Gentleman,

With the leave from Mr. Beaufort in the parliament, I am hereby announcing that I plan to meet with the Prime Minister to advise him and the emporor to all for a by-election to fill the vacancy left by this member. With the recent addition of a new province, and the passage of the constitution, I also advise them for a second by-election to be called to open up a new seat in the parliament.

I wish our current members God Speed in their work, and wish luck to all candidates who present themselves to fill the shoes left by members before them.
